l                       l am requesting your assistance in implementing a plan to resolve SFPO high priority issues.

l Mr. Kane has set a goal of resolving, or having in place, a clear plan to resolve all high priority l                     issues by April 1999. The SFPO lssues Matrix was the source of identifying and prioritizing l-                     these issues. The first phase is to develop a plan to address SFPO issues that are considered l                     high priority or boing resolved as part of a high priority issue. Table 1 contains a listing of ths l                     high priority issues, for completeness, I have provided Tables 2 and 3 that list medium and low priority SFPO issues.

RESOLUTION OF SFPO HIGH PRIORITY ISSUES

l l am requesting your assistance in implementing a plan to resolve SFPO high priority issues.

l Mr. Kane has set a goal of resolving, or having in place, a clear plan to resolve all high priority l

issues by April 1999. The SFPO lssues Matrix was the source of identifying and prioritizing l-these issues. The first phase is to develop a plan to address SFPO issues that are considered l

high priority or boing resolved as part of a high priority issue. Table 1 contains a listing of ths l

high priority issues, for completeness, I have provided Tables 2 and 3 that list medium and low priority SFPO issues.

It is Mr. Kane's intent that each SFPO high priority issue be resolved, an interim staff guidance (ISG) issued and an update to standard review plan be made in a timely manner. Where possible, an ISG should be issued by March 1999. For issues that will not be resolved by March 1999, a working group of a SLID Project Manager (PM) and a STRD responsible j

technical staff member (RTSM) should be established. I am requesting by January 8,1998, that a GTRD RTSM be assigned to each issue and a SLID PM for issues that cannot be completed by March 1999, To limit the number of working groups, issuos that could be resolved together should be identified. The working group is then tasked with developing and providing an i

lasue(s) resolution paper to Skip '/oung by February 1,1999. The paper should describe the issue (s), identify the resolution or plan to resolve the issue (s) and a schedule. I plan to schedule a meeting in mid January 1999 seeking your concurrence of the approach and schedule.
