Linehan transmitting NRC staff comments on Department of Energy Draft Supplements to the Office of Geologic Repositories Quality Assurance Plan The reference letter provided formal comments of the U. S. Nuclear Regulatory Commission (NRC) staff review of the subject documents. OVERVIEW OF QUALITY ASSURANCE ACTIVITIES Section 1.2: BaselineacceptancecriteriaJireneededtoenhanceuniformity between projects and allow for easier revihw of proposed plans, procedures, and manuals.

SUPPLEMENT NO. 3: CONTROL OF MEASURING AN.D TEST EGUIPMENT Section 1.1: Basic Requirement 12 and Supplement 12S-1 of ANSI /ASME NQA-1-1983 should be referenced.

Section 1.2: The 00E supplement should specify the use of a measurement control program.

SUPPLEMENT NO. 5: QUALITY ASSURANCE ON (R&D) EXPERIMENTS Section 1.0 This supplement, as written, is of little regulatory interest to the NRC since it covers only non-licensed activities. However, with the addition of certain measures, the QA program described in this supplement would be a good starting point for a QA program for routine experiments and other R&D activity during site characterization.
