The NRC staff discussed differences between the original guidance document, the steffs preliminary markup from June 1998, and the latest markup prepared by the NEl task force. Given the draft status of the mark up prepared by the NEl task force, the document was used to assist discussions during the meeting, but the staff did not take a copy of the document from the meeting. The NEl 3presentative for the commitment management task force stated that the proposed changes would be formally submitted in the near future for NRC consideration. In particular, a reduction in correspondence pertaining to enforenment actions and possible reductions in reportable events will reduce the benefits of distinguishing " licensing basis information" from "non-licensing basis information" as had been included in the staff's markup in June 1998.

SUMMARY

OF MEETING HELD ON FEBRUARY 17,1999, WITH NUCLEAR ENERGY INSTITUTE TO DISCUSS COMMITMENT MANAGEMENT On February 17,1999, the staff held a meeting with the Nuclesr Energy Institute (NEI) at the NEl offices in Washington, D.C. This meeting was a follow up to the meeting of June 19,1998, in that the focus of discussion was a preliminary markup by the NRC staff of the NEl guidance document for managing commitments made by licensees to the NRC. A list of the meeting participants is attached.

i The licensees participating in an NEl task force and the NEl staff had prepared a draft markup of the NEl guidance document for managing commitments. It was generally agreed between the licensees, NEl and NRC staff that recent changes resulting from various NRC and industry initiatives may simplify the changes needed in the commitment management guidance.

In particular, a reduction in correspondence pertaining to enforenment actions and possible reductions in reportable events will reduce the benefits of distinguishing " licensing basis information" from "non-licensing basis information" as had been included in the staff's markup in June 1998.
