FINAL 1999 REGION IV INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM REPORT On June 16,1999, the Management Review Board (MRB) met to consider the proposed final report documenting the Integrated Materials Performance Evaluation Program (IMPEP) review of the Region IV program. The MRB found the Region IV program adequate to protect public

health and safety, but directed a number of changes for the attached final report. Since there were no recommendations for Region IV action, no additional response is required on your part.

The most significant changes to the report are as follows:

1.

The report now clarifies that RIV's approach to inspections were risk informed and performance-based, and inspections focused on health and safety issues (pages 6

. and 18).

2.

The resource utilization table on page 16 was modified to reflect redirection of resources. In accordance with a memorandum dated October 16,1998, the region and i

program office have agreed that resources (1 FTE) would be redirected from the uranium recovery inspection program to the decommissioning inspection program.

3.

Section 4.2.4, Fuel Cycle Inspection Program, Technical Staffing and Training, was clarified to better describe RIV's plan to cross train a materials inspector to qualify as a fuel cycle facility inspector, to provide back-up for the lead fuel cycle inspector.

4.

Recommendations three and four were slightly reworded to clarify the action required.

5.

Several editorial changes were made to the report.
