MEMORANDUM OF APPRECIATION FOR JOHN BUCKLEY'S CONTRIBUTION TO THE STANDARD REVIEW PLAN FOR DECOMMISSIONING This memorandum is to express our appreciation for the outstanding support provided by John Buckley, of your stpff, in developing of the NMSS Standard Review Plan (SRP) for decommissioning. Mr. Buckley's expertise, experience, and understanding of NRC's requirements for quality assurance (QA) plans and procedures, as well as his enthusiasm and "get it done" attitude were the principal factors in the successful development of the draft SRP module on QA.

In a short time..ame (less than 5 days) Mr. Buckley developed a through, concise, and well written SRP module addressing all aspects of QA plans procedures and policies important to the safe and efficient decommissioning of licensed nuclear facilities. His intimate understanding of national and international QA requirements, procedures, and standards resulted in the publication of a superior SRP that clearly addresser a'i aspects of QA necessary for the NRC staff to review the QA portions of decommissior piar,s and other information to support the decommissioning of licensed facilities.

Please pass on our appreciation to Mr. Buckley for a job "well done".
