NRC INSPECTION REPORT 70-754/98-01

Dear Mr. Stimmell:

On February 24-26,1998, an NRC inspection was conducted at your Vallecitos Nuclear Center facility.

A followup discussion relative to sample analysis of sewage sludge was held with members of your staff on March 5,1998. The enclosed report presents the scope and results of this inspection.

During the inspection, your conduct of activities at the Vallecitos facility was generally characterized by implementation of effective programs in the areas of management organization and controls, operational event review, operations, operator training, and maintenance and surveillance testing.

However, some performance issues relating to control of hot cell differential pressures are discussed in Section 2 of the report. Although the observations described in the report relate to activities performed under your state license, similar controls are required under your NRC license. These observations indicate a need for management attention to preclude the occurrence of similar problems with activities performed under your NRC license. Also, as discussed in Section 5 of the report and

- during the March 5 telephone conversation, it is our understanding that General Electric will expeditiously complete an isotopic analysis of the sewage sludge samples and report the results in writing to the NRC Region IV Office. If your understanding of this commitment differs, please notify us in writing within 30 days of the date of this letter.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its enclosure, and the written response noted above will be placed in the NRC Public Document Room (PDR).
