On September 3, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving MCC starter coils which may not pick up at minimum bus voltage. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).                                                                               1 S)ecifically, a calculation (16345-EE(B)-007-XXX-13H,RO) has determined that t1e starter coils in 11 circuits may not pick up at minimum bus voltage as a result of excessive circuit length. Failure of any of these starter circuits to function could result in failure of a Class 1E device to operate properly.

Further technical evaluation is required to assess the safety significance of this condition. Our next report on this issue will be submitted no later than January 8, 1988.
