Dear Mr. Tucker:

We have completed our review of the Radiological and Engineering Assessment dated March 20, 1989, for the commercial vicinity property GJ-97009-0T (North Avenue-between 28 Road to 29 Road, South Side) located at Grand' Junction, Colorado.

Based on our review of the subject REA and associated correspondence, the Criterion "c" of 40 CFR 192.21 and the NRC's " Guidelines for Justifying the b

Use of Supplemental Standards," in 40 CFR Part 192, dated July 3, 1986, DOE satisfied the criteria deemed necessary to apply supplemental standards.

Therefore', we concur with the proposed remedial action of no removal of contaminated soils for the property designated at GJ-97009-0T.

The staff also concurs with the recommendation that was outlined in the subject REA.

It was suggested that a long-term tailings management, disposal, 1

and migration control plan be developed and implemented.

The plan would address undiscovered deposits, deposits left in place through application of supplemental standards, and deposits that are not within existing inclusion boundaries.

Should you have any questions on this concurrence, please contact Mr. Ralph Heyer of my staff on FTS 776-2815.
