"5 2.:3 Enclosed please find a copy of the two volumes which comprise the "Thirty-Second Annual Report on the Safety ofDiablo Canyon Nuclear Power Plant Operations, July 1, 2021 - June 30, 2022" which was adopted at the one hundredth and third public meeting of the Diablo Canyon Independent Safety Committee ("DCISC") held in Avila Beach, California, on September 28-29, 2022. Also enclosed is a copy of the Report in compact disk format.

In accordance with California Public Utilities Code §712.l(e)(2) effective on September 2, 2022, the DCISC is now required to transmit its annual reports to the U.S. Nuclear Regulatory Commiss~on and to the California Legislature (Senate, Assembly, and Legislative Counsel), the Governor, the California Public Utilities Commission, the California Energy Commission and to Pacific Gas & Electric Company, the company licensed to

• operate Diablo Canyon Units 1 and 2. The Report is also transmitted to the California Attorney General's office and is made available to the public on the DCISC website at www.dcisc.org and at the R.E. Kennedy Library on the campus of California Polytechnic University at San Luis Obispo, California, and through local public libraries.

Upon my inquiry of the Senior Resident Inspector for Diablo Canyon, Mr. Mahdi Hayes, it was recommended that submitting the annual reports as addressed above would ensure the reports are captured into the NRC's ADAMS document system. On behalf of the Committee and at Mr. Hayes' suggestion an electronic copy, via the link to the report on the Committee's website, will also be sent to the NRC Region IV office.

In accordance with Public Utilities Code §712.l(t) PG&E is required to respond to this annual report and distribute its response to the NRC and to the other governmental entities specified in Public Utilities Code

§712.l(e)(2) and a copy of PG&E's response will be included in the DCISC's next annual report.

The Members of the Committee and the undersigned welcome and invite any thoughts or comments which the Document Control Desk may have regarding the submission of this and future DCISC annual reports.
