TS 3.3.3.10 requires the LPMS be operable in Modes 1 and 2 (and does not fall under the provisions of 3.0.4). LPMS Channel 1, monitoring the reactor vessel upper head, was inoperable when VCSNS entered Mode 2 on May 18, 2023. LPMS Channel 1 was declared inoperable due to indication of sensor failure in background trend data.

Energy Serial No.23-168 VCS LIC/JB Rev 0 Docket No. 50-395 License No. NPF-12 VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 SPECIAL REPORT 2023-002 INOPERABLE LOOSE-PART MONITORING SYSTEM CHANNEL Dominion Energy South Carolina, Inc. (DESC) hereby submits Special Report 2023-002, pursuant to the requirements of Technical Specification (TS) 3.3.3.10 Action a and TS 6.9.2. This special report is required by VCSNS TS because Loose-Part Monitoring System (LPMS) Channel 1 has been inoperable for greater than 30 days.

Reactor Vessel Upper Head LPMS Channel 10 continues to monitor the reactor vessel upper head for loose parts. Channel 1 has been disabled in LPMS. Loss of dual channel coincidence reduces one aspect of the false alarm filtering functionality. The failed transducer for Channel 1 (IAT00751) is planned for repair or replacement during Refuel 28 in Fall 2024.
