On June 9, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff responded to the Office of the Inspector Generals (OIG) report for Audit OIG-23-A-06, Audit of the U.S. Nuclear Regulatory Commissions Processes for Deploying Reactive Inspection Teams, dated May 10, 2023, and agreed with the recommendations. In the OIGs memorandum to the Executive Director for Operations (EDO), dated July 20, 2023, the OIG determined that the staffs proposed actions would resolve recommendations. This memorandum provides an update on the staffs planned actions for Recommendations 1.1, 2.1 and 3.1. | |||
Recommendation 1.1: | |||
Update agency policies to require that staff provide complete information on screening evaluation forms, correctly profile evaluation forms in the Agencywide Documents Access and Management System (ADAMS), and publicly share non-sensitive reactive inspection screening decision-making, whenever possible. | |||
Current Status On December 14, 2023, the Office of Nuclear Reactor Regulation (NRR) issued a revision to Inspection Manual Chapter (IMC) 0309, Reactive Inspection Decision Basis for Reactors (ML23341A159). This revision directed staff to: (1) provide sufficient information for each criterion response; (2) profile the determinations in ADAMS using the revised NRR-123 CONTACTS: Thomas C. Further, the IMC 0309 revision directs staff to profile decision documentation enclosures in accordance with Management Directive 3.4, Release of Information to the Public. | |||
The NRR staff also verified that all completed evaluation forms identified in OIG-23-A-06 have been correctly profiled. | |||

Current Status The staff continues to develop and document its procedures for conducting periodic effectiveness reviews of: (1) Management Directive 8.3, NRC Incident Investigation Program; and (2) the implementation of IMC 0309. The procedures are on target to be completed by November 2024. | |||
