I approve publication of the final rule to certify the NuScale design. NuScales novel design and safety approaches posed unique policy and technical issues. I commend the staff for its thorough and safety-focused review to resolve these issues, while ensuring an open and collaborative work environment. I expect the NRC learned many lessons during this first small modular reactor design certification review, which will be applied to help ensure effective and efficient reviews of forthcoming reactor applications using new technologies.
