Pursuant to Section 6.9.2 of Appendix A of the Diablo Canyon Unit 1 Operating License, and as specifically required by Technical Specification 3.7.10, this Special Report is submitted concerning two fire barriers in safety-related areas being non-functional for greater than seven (7) days.
On December 15, 1983, construction crews began removing a fire barrier wall between the containment penetration area and the auxiliary building. This wall is being replaced by a concrete barrier for additional strength in the event of a steam pipe leak. The concrete tire barrier will be completed prior to plant operation above 5% power.
Also, on December 19, 1983, work was begun to add additional heat tracing to pipes penetrating the ceiling of the Boron Injection Tank Room. This rendered a second fire barrier penetration non-functional. This fire barrier will also be restored prior to plant operation above 5% power.
In accordance with Tech Spec 3.7.10a fire patrols were established for both cases within one hour. Specification 3.7.10a also requires submittal of this Special Report, as the fire barriers remained non-functional for greater than seven (7) days.
These conditions have in no w&y affected the public's health and safety.
