Dear Mr. Del Core:
This is in response to your letter of August 16,1996, in which you request a public hearing .
on the issue of Northeast Utilities (NU) being allowed to choose the members of the Millstone Independent Corrective Action Verification Program (ICAVP) team. The purpose of that team i is to assess whether the Millstone units' physical and functional characteristics are in conformance with their licensing and design bases. You also request that the Commission conduct all public meetings regarding Millstone at or near the site, rather than at NRC headquarters in Rockville, in order to allow more membe.a of the public living in the vicinity of the site to attend.
With regard to your concem that NU is being allowed to select members of the ICAVP team, l the Commission's August 14,1996 order provides that the team members must be approved by the NRC. Ege Section IV 2. Thus, NU is not permitted to select unilaterally the ICAVP team members. The NRC will be intimately involved in the selection and continued oversight of the ICAVP team and its activities. And as both the August 14 Order and transmittal letter accompanying the Order clearly indicate, the membership of the ICAVP ter.m is especially important to the success of the ICAVP process.
The MRC also envisions frequent public opportunities for involvement in the ICAVP process through public meetings. In particular, there will be a public meeting in the near future in Waterford, Connecticut, to discuss the conduct and NRC oversight of the ICAVP process, including the issues of the selection and independence of the ICAVP team. While the Commission intends to hold as many such meetings in the vicinity of the Millstone site as possible, in order to allow interested members of the public to attend and participate, there will likely be occasions when for reasons of circumstance or necessity meetings will be held at NRC headquarters. It is the Commission's intention, in the event of such occurrences, to make available transcripts of these meetings in the NRC Public Document Rooms for interested members of the public.
