UNITS 1 AND 2 In a {{letter dated|date=January 16, 1997|text=letter dated January 16,1997}}, Wisconsin Electric submitted Technical Specifications Change Request 191. This submittal proposes o change the minimum baron concentration required in storage tanks during normal operation, and proposes to change the minimum boron concentration of,nrimary coolant during refueling conditions. These changes are required to maintain the design basis nuidown eriteria when Point Beach Nuclear Plant units transition to 18-month core designs.
In a {{letter dated|date=February 28, 1997|text=letter dated February 28,1997}}, the NRC Oftice of Nuclear Reactor Regulation requested additional, information related to Technical Specifications Change Request 191. By {{letter dated|date=April 17, 1997|text=letter dated April 17,1997}},y :
submitted a reply to that request.                                                                          //
Based upon our extended Unit 2 refueling outage (U2R22), we have revised our plans for loading 18 month cores. Therefore, we are proposing to change the existing footnotes and add new footnotes in the proposed amendment to better describe the implementation schedule of the amendment. Also, we are proposing to revise Technical Specification Table 153.2-1 so the current limits on boric acid storage tank minimum volume are applicable until an 18-month core is loaded. We performed minor editing on the previously proposed amendment to clarify these schedule changes.
The Technical Specification pages affected by this supplement are attached. These pages have been edited with the proposed revisions indicated by strikeout of replaced wording and double underlining of

NPl.97 0466 Page 2 We have determined that the revised implementation schedule and editorial changes do not involve a significant hantrd, authorize a significant change in the types or total amounts of any elliuent release, or result in any significant increase in individual or cumulative occupational exposure. Therefore, we conclude that the proposed amendments meet the requirements of 10 CI:lt 51.22(c)(9) and that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared. The original "No Significant llazards" determinations for operation under the proposed Technical Specifications remain applicable.
