In accordance with the interagency agreement between the U.S. Department of the Navy, Naval Sea Systems Command (NAVSEA) and the U.S. Nuclear Regulatory Commission (NRC), NRC staff have completed review of the Surface Ship Support Barge (SSSB) proposed Decommissioning Work Plan (DWP), submitted on April 7, 2021, as supplemented on May 10, 2021 (NRC Agencywide Document Management System [ADAMS] Accession Nos. | |||
ML21097A263 and ML21130A576, respectively). APTIM Federal Services, LLC (APTIM) has submitted a revised DWP for NAVSEA approval which, consistent with the terms of the interagency agreement, has undergone a technical review by NRC staff. | |||
As discussed in the attached technical evaluation report, NRC staff have determined that the DWP, as supplemented, establishes a program for dismantlement and decommissioning of the SSSB that would be in accordance with NRC regulations and recommends NAVSEA approval. | |||
The attached technical evaluation notes a list of commitments made by APTIM as part of their DWP submittal that will be confirmed by the NRC during oversight of decommissioning activities. These commitments are: | |||
* Update the DWP Radiological Constituents of Potential Concern (RCOPCs) and their relative abundances based on the results of characterization of representative samples, including waste samples | |||
* Confirm the RCOPCs appropriately capture any potentially significant radionuclides | |||
* Confirm that the dose contribution from tritium is negligible | |||
* Monitor effluents to confirm there is no groundwater and no surface water contamination | |||
* Maintain constant negative pressure ventilation in areas with loose or unpackaged contamination to control possible contaminated particles In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
