Millstone Nuclear Power Station, Unit No. 3 Response to SER Open item #9 in Reference (1), Northeast Nuclear Energy Company (NNECO) provided a response to NRC Core Performance Branch Question 492.5 concerning the Loose Parts Monitoring System (LPMS) to be used at Millstone Unit No. 3. As part of our response to Q492.5, we committed to provide additional information describing operation of the system hardware and implementation of the loose parts detection program, in Reference (2), the Staff provided its evaluation of the Millstone Unit No. 3 LPMS described in the FSAR and in responses to NRC questions. The Staff identified two areas where they required additional information. They were:
: 1. Only one sensor is located on each steam generator. The Staff will require that the applicant pro"Ide two sensors on each steam generator and,
: 2. The LPMS is not qualified for an operating basis carthquake (OBE). The Staff does not require OBE qualification; however, it requires that the system should be able to perform following all scismic events that do not require plant shutdown up to and including the ORE.
This was considered an open item.

The attached report provides the additional information which we committed in Reference (1), to supply at a later date. Additionally, it provides information which we believe should be fully responsive to the Staff concerns identified in Reference (2). Therefore, this information should fully resolve Open Item #9.
However, we remain availabic to discuss this matter with the Staff, as necessary.
