The Authority provided a Technical Specification (TS) Amendment proposal (Reference 1) to the NRC for the James A. FitzPatrick Nuclear Power Plant regarding revisions to the Allowed Outage Times (AOTs) for single inoperable EDGs. The NRC recently issued a Request for AdditionalInformation (RAl) (Reference 2) regarding this TS Amendment proposal. The Authority has reviewed this RAl Based on the results of this review, the Authority has chosen to propose a Configuration Risk Management Program (CRMP)                    g consistent with the guidance of Regulatory Guide 1.177 (Reference 3). Attachment 1 contains the revised TS Amendment page (TS 258f).
This RAI response supplements Reference 1 and the additionalinformation provided to the NRC in References 4,5,6, and 7. This response does not change the bases or modify the          [
conclusions stated in the No Significant Hazards Considen. tion Evaluation previously          /
submitted in Reference 1. The Plant Operating Review Committee (PORC) has reviewed this letter and concurs with this conclusion.
