TERMINATION OF PROPOSED REVISION TO SRP 3.9.3 On March 12, 1986      I requested coments on a proposed revision to SPR 3.9.3 dealfag with decoupling of seismic and pipe rupture loads. This revision was recomended by the USNRC Piping Review Comittee.          As a result of efforts and inputs from several NRC offices, a consensus has been developed to terminate ti  nroposed revision to SRP 3.9.3. Pending licensing actions do not require the reposed revision to SRP 3.9.3. An assessment of value/ impacts for a rule to amend GDC-2 is underway to detemine if this course should be adopted.
This could pemit a more comprehensive treatment of the issue. I wish to express my thanks to all those who reviewed the proposed revision and offered comments.
