Please take the actions necessary to establish the new Office

lv June 30, 1982. You should also plan for transfer of the l

investigatory personnel, presently assigned to IE and the j l

Regional Offices, to the new office. prior to the~end of Jun'e.  !

- increase the numbers of quali'fied investigators in the field should receive high priority support from the Office of Af. ministration. '

The transfer of investigative operations will be made at a date mutually agreeable to you and the Director, OI, but not

• later than three weeks following formal establishment of the j office.
