  ,                                                                                  v Attachment                                    j 1111ncis Power Company                              I Clinton Power Station Incident At approximately 2212 hours, on August 16, 1987, the protected area intrusion detection system was deactivated due to severe weather.
Compensatory measures that were in place -- posting of the perimeter --
were removed due to personnel safety concerns. The protected area              !
perimeter was fully compensated at 2245 hours after the severe weather          !
subsided.                                                                      !
Chronology of Events At approximately 2210 hours, the Shift Liaison directed the Captain to post compensatory security force members on the protected area perimeter because of imminent severe weather.
At approximately 2212 hours, compensatory measures were in place and the protected area alarm points were deactivated,                                    l l
l    At approximately 2214 hours, vehicles were dispatched to pick up security force members from all of the compensatory post booths due to severe winds.
At approximately.2215 hours, additional security force members were posted in the Central Alarm Station (CAS) and Secondary Alarm Station (SAS) as dedicated Closed Circuit Television (CCTV) observers.
At approximately 2235 hours, weather conditions began improving as wind subsided. Posting of compensatory security force members began.
At approximately 2245 hours, the protected area perimeter was properly compensated.
Corrective Actions shift supervision verified that winds had exceeded seventy-five (75) miles per hour. Protection of personnel safety and the posting of dedicated CCTV observers were the appropriate actions to be taken. No further corrective actions are necessary.
Conclusion Illinois Power considers this incident to be a moderate loss of physical security effectiveness.
