==Dear Sir:==
In the wake of the ' Sales Event *, NRC issued nut (G 1000 and Generic Letter 83-28. Among the reewirements of Generic Letter 03-28 was Ites 2.2.2, which ~                                                                  ,
tr;structed licensees to develop and esintain contact with venders of safety related equipment. Sech contact would entall a " feedback" system te ensure receipt of informaties, and an internal review systee to disposition the informatten such toat appreeriate changen to practices and procedures would be made in a timely eennee'.
Boston (dison (t(Cs) believed that a generic approach by the various nuclear utilities, as suggested by the NRC in Generic Letter 83-28, would be the most ef f ective way to address this ites; therefore, 8(Ce actively participated in the Nuclear Utility Yask Action Committee (NUTAC) en Ites 2.2.2, taich has                              NUCLEAR 015 Tat 80Tios foriaulated a Vender teuipment Technical Informaties Program (VETIP). SCCo                                                        ,,3 herein submits a descf"iption of the VtilP as Attachment A to this letter, and                                  .
* endorses, in conjunctives with internal prograss described in Attachenets 8 and                            '} y "                        j C, all but Secties 3.2 as 8(Co's progree for addressing itse 2.2.2. at this                                                                  -
time me cannet endorse Section 3.2 because the " enhancements
* talked of in                                    \                __
this section have est been developed to a point where we can ef fectively assess their ispect en safety or rescerces. Naturally, SECe will review these                              fj,1f itees as they became sort defined and implement those assessed to be beneficial.                                                                                                ,/gg SEco endorses the VITIP because, as various alternatives were esplored, it                                                          ,, _
became apparent that only a centralized approach would provide an of fective, workable program. Further, th8s program serves te enhance both the interface                                                      - -
between utilities and the It155 vender, and the *as-needed* interf ace with other venders.

Provided as Attachment 8 to this letter is Nuclear Operations Procedure (NOP) 8401, " Operating Experience Review Program", which describes an existing BECo program, developed in accordance with the requirements of NUREG 0737 and the guidance of INPO, which we believe ' implements the VETIP guidance and the requirement of Generic Letter 83-28 for the timely review and dispcsitioning of vendor inf onnetion.                        ,
Provided as Attachment C is NOP 84A4, " Vendor Manual Control'. Tnis NOP establishes a system for the overall control of vendor manuals associated with the installation, operation and maintenance of Pilgrim Nuclear Power Station.
Based on our review we believe the vendor interf ace concerns of Generic Letter 83-28 are satisfied by the existing Bf.Co programs and the VETIP described in
