P0TENTIAL HAND EXPOSURE OF 512 REM-UPDATE On January 12, 1987, the licensee submitted a 30-day written report which 5,tated that they have not completed their investigation and have not been able to establish whether the apparent exposure occurred. The licensee stated that their technical investigations are continuing and they expect to complete their investigation in February,1987. Based upon a medical evaluation of the individual, there are no expected adverse health effects associated with the apparent extremity exposure, if it occurred.
Two Region V Radiation Specialists arrived on site January 12, 1987, to review the licensee's investigation and to independently determine if the individual's thermoluminescent extremity dosimeter reading of 512 REM was likely the result of radiation exposure at San Onofre and whether the worker's hand could have actually received this dose. The.most likely source of exposure that could have i  r:sulted in a dose of this magnitude would involve direct contact of the worker's i
hand with small specks of fuel previously observed at the facility. The inspectors are also focusing on the ability of the licensee's radiation protection program to provide reasonable assurance that potential exposures resulting from small specks of fuel at Unit 3 are minimized during the current refueling outage.
