         -SEALED SOURCE TYPE: Gamma Source DESCRIPTION 1 The Model 4P6E is a doubly-encapsulated source. Cesium-137 (Cs-137) is absorbed into small ceramic particles using a heat l treatment to create 3M Brand Radiating Microspheres. The microspheres are loaded into a 0.620 in. (1.575 cm) long, i 0.200 in. (0.064 cm) thick wall j across one end. There is a 0.008 in. (0.020 cm) wide ledge around the outside of the capsule 0.030 in. (0.076 cm) from the free end. After the microspheres are loaded, a nominally 0.157 in. (0.399 cm) diameter, 0.100 in. (0.254 cm) thick inner plug'is inserted into the capsule and TIG welded in place, i sealing the microspheres inside. '

l The entire inner assembly is then inserted, plug end facing out, into a 0.750 in. (1.905 cm) long, 0.280 in. (0.711 cm) outer diameter,'O.210 in. (0.533 cm) nominal inner diameter capsule with a 0.025 in. (0.064 cm) thick wall across one end. After

         -inserting the inner assembly, a 0.211 in. (0.536 cm) diameter, 0.100 in. (0.254 cm) thick outer plug is inserted and TIG welded
         .in place, sealing the inner assembly inside. Both capsules and both plugs are made from type 304 stainless steel.

The Model 4F3F sealed source is identical in construction to the Model 4P6E sealed source. The only difference is the use of j Co-60 in the Model 4F3F source instead of Cs-137. I i DIAGRAM: See Attachment 1 for a drawing of the 4P6E source. No specific diagram was available for 4F3F, but 3M indicated that the construction of the Model 4F3F was identical to the 4P6E except for the use of Co-60 instead of Cs-137. i . i l l l

CONDITIONS OF NORMAL USE: I The Model 4P6E and the Model 4F3F sources were designed primarily i for gauging applications. They are normally installed in the gauging devices by the gauge manufacturer. PROTOTYPE TESTING: ) i A prototype of the Model 4P6E source was subjected to the l temperature, external pressure, and impact tests according to the  ; specifications of ANSI N542-1977. An engineering evaluation was ' performed on the 4P6E design to check for vibration and puncture criteria of the ANSI N542-1977 standard. On the basis of the test and evaluation data, the Model 4P6E source was assigned a classification of 77C66545. 3M reported that since the Model 4F3F source was identical in I construction to the 4P6E, all test methods performed on the 4P6E and their results should apply to the 4F3F. 1. The inner capsule was wipe tested after the inner p)ug was TIG welded in place. The maximum allowable amount of ,

detectable contamination was 0.0005 Ci (18.50 Bq) of  ! removable contamination. i

                                                                                                                                                                                                                                                                                                          )
2. The inner capsule was subjected to a bubble leak test by submersing it in glycerine at 302*F (150'C). If any bubbles 1 were observed coming from the capsule during the test, the capsule was rejected.
3. The completed source was subjected to a bubble leak test as in procedure 2, above.

l

4. The completed source was wipe tested after fabrication and again prior to shipment, using the same technique and leak test limit as in procedure 1, above.

SUMMARY

The Model 4P6E and the Model 4F3F sources are not current products manufactured or distributed by 3M Health Physics  ! Services. However, 3M Health Physics Services will continue to ' receive Models 4P6E and 4F3F sources for disposal. Based on our review of the Models 4P6E and 4F3F sources, and the information and test data cited below, we continue to conclude that these sources are acceptable for specific licensing purposes. l i Furthermore, we continue to conclude that the Models 4P6E and 4F3F sources would be expected to maintain their containment integrity for normal conditions of use and accidental conditions 1 which might occur during uses specified in this certificate.  ;

SUBJECT:

INACTIVATION OF REGISTRATIONS BASED ON AUGUST 6, 1991, LETTER. A number of the background files for the registration certificates requested (by 3M letter dated August 6, 1991) to be made inactive contain limited

           .information on the products. A search of 3M registration, archive, and l license files, and information in NUDOCS was performed to obtain additional i information. Also, 3M was contacted to obtain any additional information that may have been in their files. 3M provided limited additional information ,

concerning these products and indicated that the information provided ' represented all additional information in their files. Additional information obtained from these sources has been added to the applicable registration  : files. At the present time, the information contained in the background registration l files represents all available information for these products. In addition, a ' number of these products were originally reviewed and appruved by the Atomic Energy Commission (AEC). The reviews performed for these products to,make the certificates inactive were based on the information available, the previous reviews and approvals, and the historical use of the products (i.e., reports of failures or design problems, or the lack thereof). In several instances, I insufficient information was available to perform an adequate safety review. ' In these instances, the certificates have been reissued based solely on the original AEC review and approval, and no additional safety review was performed.
