We purpose of this letter is to respoM to the reference letter which requests the current status of and our future plans to meet the Comnission's Policy Statement on providing engineering expertise on shif t. As discunsed in Generic Letter 86-04 the Comnission is enec ' raging licensees to move toward the dual-role (SRO/STA) with the eventual goal of the Shift Supervisor serving in the dual-role. Request 1 W e current program at Wolf Creek Generating Station (VCGS) for providing engineering expertise on shift. | |||
Peply Kansas Gas and Electric Conpany (KG&E) has always pursued a program at WCGS to provide engineering expertise on shift without utilizing the Shift Technial Advisor (STA) options made available through the various iterations of the Coninission's Policy Statement. The FCGS program has been designed to upgrade the qualifications of the Senior Reactor Operators (SROs) through a KG&E sponsored college program. This program ensures that each Shift Supervisor has 60 semester hours of appropriate technical college courses. | |||
The course content of this program meets the guidelines of the Institute of Nuclear Power Operations (INPO) for STA training as identified in the INPO document appeMed to NUREG-0737 (Appendix C). We courses were conducted at VCGS by faculty members from the Engineering and Engineering Technology Departments of Kansas State University and Pnporia State University under the auspices of their nachelor of Science in Engineering Technology Program. | |||
If an appropriately qualified SRO is not available, FCGS in comnitted to provide a qualified Duty / Call Technical Advisor. Revision 9 to the WCGS FSAR describes our program to meet the STA requirements. On August 1, 1984 WCGS and the NBC staff met to discuss KG&E's STA program. W e NRC indicated that individuals at K GS would be required to complete the entire technical portion of an accredited technical degree program if KG&E wished to continue the STA/SRO combined duties. The NRC agreed that if Kansas State University adopted a Bachelor's degree in Engineering Technology with a Nuclear Option program, cmpletion of the technical courses required for this degree would achieve the necessary engineering expertise on shift. Selected W GS SRO shift personnel are currently pursuing completion of thi3 course work with an anticipated program conpletion date of December 31, 1987. | |||

Reply We only potential change to KG&E's current program under investigation is a possible change in academic institutions and/or additional acadmic institutions to provide courses or programs in order to take advantage of reduced cost, more flexible delivery schedules, or more appropriate course nuterials to meet job performance based criteria. Such a contenplated change would not alter KG&E's current connitments as described in the WCGS FSAR. | |||
