'"he purpose of this letter is to submit one original and three copies of Revision 11 to the Volf Creek Generating Station (VCGS) Physical Security Plan, the Safeguards Contingency Plan, and the Security Training and Qualifications Plan. The referenced letters submitted changes to the security plans pursuant to 10 CPR 50.54 (p) which are hereby being fomally incorporated into Revision 11. In addition, one other change is being submitted pursuant to 10 CPR 50.54 (p) which is being included in this security plan revision.

Attachment 1 decribes the changes being made by this revision and justifiestion for why these changes do not decrease the safeguards effectiveness of this plan. Attachment 2 is the revision to the security plans The attachments contain Safeguards Information in accordance with 10 CPR 73.21 and therefore should be withheld from public disclosure. This letter, when separated from the attachment, does not contain Safeguards Information and should be handled as decontrolled.
