OF TELEPHONE CONFERENCE HELD ON JANUARY 14, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC) held a telephone conference on January 14, 2005, to discuss and clarify the staffs requests for additional information (RAIs) concerning the Point Beach Nuclear Plant, Units 1 and 2, license renewal application. The conference call was useful in clarifying the intent of the staffs RAIs. provides a listing of the meeting participants. Enclosure 2 contains a listing of the RAIs discussed with the applicant, including a brief description on the status of the items. contains draft responses provided by the applicant.

DRAFT REQUESTS FOR ADDITIONAL INFORMATION (RAI)

POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION January 14, 2005 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC) held a telephone conference call on January 14, 2005, to discuss and clarify the staffs requests for additional information (RAIs) concerning the Point Beach Nuclear Plant, Units 1 and 2, license renewal application (LRA). The following RAIs were discussed during the telephone conference call.

2.3.3.10 Essential Ventilation System RAI 2.3.3.10-1 (previously D-RAI 2.3.3.10-2)

The Essential Ventilation System as described in the Point Beach Final Safety Analysis Report (PBNP FSAR) Sections 9.8 and 9.8.3 include the control room ventilation system, which is designed to provide heating, ventilation, air conditioning, and radiological habitability for the control and computer rooms within the control room envelope. The Essential Ventilation System license renewal drawings LR-M-144 sheet 2 and LR-M-214 sheets 1 and 4 highlight chiller components as in scope that are not included in LRA table 2.3.3-10, Essential Ventilation System and LRA Table 3.3.2-9, Auxiliary Systems - Essential Ventilation System -

Summary of Aging Management Evaluation. For example, while the tables list piping and fittings, pump casing, heat exchangers and coolers etc., they do not list the chiller and associated components shown on LR-M-214 sheet 4 at location C-9 for the control room chill water system. Degradation of these components could adversely impact the ability of the control room ventilation system to carry out its intended functions. Clarify whether these components and all other applicable components of the chill water system are within the scope of license renewal in accordance with 10CFR 54.4(a), and subject to aging management review in accordance with 10CFR 54.21(a)(1). If these components are within the scope of license renewal, update the LRA by providing the applicable information in the appropriate LRA tables.

If these components are excluded from the scope of license renewal and not subject to an AMR, provide justification for the exclusion.

Discussion: The applicant clarified their draft response. The applicant will provide their formal response in writing.

ENCLOSURE RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION REGARDING POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION The following information is provided in response to the Nuclear Regulatory Commission (NRC) staff's request for additional information (RAI) regarding the Point Beach Nuclear Plant (PBNP)

License Renewal Application (LRA).

The NRC staff's question is restated below, with the Nuclear Management Company (NMC) response following.

NMC Response:

The chiller and associated subcomponents for the control room ventilation system are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to aging management review in accordance with 10 CFR 54.21(a)(1).

The chiller and associated subcomponents at PBNP that is being referenced above is referred to as a heat exchanger in the plant equipment database. As part of NMCs license renewal review of this component, sub-components were created to represent the chiller (and condenser) portions of this air conditioning unit. However, this did not result in the creation of a specific Chiller Component type but rather incorporated these sub-components in the Heat Exchanger Component Type. Therefore, a Chiller Component Type does not appear in LRA Enclosure 3

Tables 2.3.3-10 or 3.3.2-9. The Heat Exchanger line items in LRA Table 3.3.2-9 that have a "Treated Water" Environment represent those sub-components that are on the chilled water side of the unit. The Heat Exchanger line items with an "Air/Gas" Environment represent the sub-components that are on the refrigerant side of the unit. The Heat Exchanger line items with a "Raw Water" Environment represent the sub-components that are on the service water side of the unit.
