Dear Mr. Denton:

This letter requests a change to our current Technical Specifica-tions. The change being requested is indicated by vertical marks in Attachments 1 (for Unit 1) and 2 (for Unit 2) to this letter.

We feel that the current wording of the Technical Specifications is unduly restrictive to the point that it prevents us from upgrading the current seal material to a better compound.

The proposed Technical Specification change will allow us to employ materials that our internal review process judges equal or better than the "UniRoyal 3807" compound. Equal or better are defined as meeting at least the requirements discussed in question 5.98 of the Plant's FSAR. The proposed change has been reviewed and approved by the Plant PNSRC and by the AEPSC NSDRC.

This application for Technical Specification revision is considered to be a Class II License Amendment as per the provisions of 10 CFR 170.22 and a check for $1,600 accompanies this request for change.
