We hav~ no record of ever having received your December 9, 1977 letter and therefore have not taken action on your request. Since your February 10, 1978*

letter provided a copy of the original request, we are taking steps to obtain the necessary information at this time. We expect to have the questionaire completed by May 1, 1978.
