The U.S. Nuclear Regulatory Commission (NRC) has received your letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18305B421) dated October 23, 2018. The letter presents a proposed alternative to requiring continuous compliance with the licensing basis of a combined license during construction. We have reviewed your proposal and are considering including the issue of changes during construction in our scope of the upcoming rulemaking associated with SECY150002, Proposed Updates of Licensing Policies, Rules, and Guidance for Future New Reactor Applications, dated January 8, 2015. In addition, SECY-19-0034 (titled Improving Design Certification Content) addresses related issues for future applicants.
