South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 IE Bulletin No. 80-08 Bulletin No. 80-08, received April 10, 1980, has been reviewed by Houston Lighting & Power Company. As required by the Bulletin, the South Texas Project design has been examined to obtain the requested infonnation for containment penetration connections.

HL&P's response to this Bulletin is as follows:

1) STP contains the flued head penetration-design as well as other designs with containment boundary butt weld (s) between the penetration sleeve and process piping.

2a) STP meets the requirements of Regulatory Guide 1.19, Revision 1, with weld examinations in accordance with Class 2 criteria. Plant design is in accordance with the edition and addenda of the ASME code in effect on January 1, 1977.

2b) All flued head weld joints (NE ll20-1(c)) and welded head weld joints (NE 1120-1 (d)) (for moderate energy penetrations) will receive 100.'

radiographic examination during construction.

2c) Backing bars have not and will not be used in STP containment penetration welds. Weld joints are either consumabl'e insert or open butt. Pipe material and size are listed on the attachments. Flued head penetration data are in Attachment 1, while those for moderate energy penetrations are in Attachment 2.

2d) Results of nondestructive examinations are listed on the attachments.

3) Since STP penetration welds are checked by radiographic examination, problems with ultrasonic testing identified in the Bulletin will not have any impact on STP.
