USGS Circular 672, "Near-fault horizontal ground motion." Chairman Ryerson,
USGS Circular 672, "Near-fault horizontal ground motion."
 
Chairman Ryerson, PG&E and the NRC agreed to use USGS Circular 672, "Near-fault horizontal ground motion." to develop the 1977 Hosgri Spectrum, and specific ground attenuation equations (Diablo Canyon License Application, Amendment 50, D-LL42, Hosgri Report D43.1, Discussion of Attenuation Equations, October 1977). Both were incorporated into the Hosgri Report. The Hosgri Report was later incorporated in to the FSAR by reference (Section 3.7, Reference 15, Seismic Evaluation for Postulated 7.5M Hosgri Earthquake, DCPP Units 1&2).

10 CFR 50.71(e) does not include an exception for new seismic information. The test for inclusion with the next FSAR updated is based on who developed the new information, not where the new information deals with natural phenomena.
