In the Matter of Docket No. 50-260 Tennessee Valley Authority BROWNS FERRY NUCLEAR PLANT (BFN) - SUPPLEMENT 1 TO TEMPORARY TECHNICAL SPECIFICATION NO ~ 343T - REACTOR VESSEL WATER LEVEL INSTRUMENTATION - UNIT 2 This letter provides supplemental information for proposed Temporary Technical Specification No. 343T, Reactor Vessel Water Level Instrumentation Unit 2, which was submitted by TVA letter to NRC, dated September 15, 1993. In response to a request from the NRC's Project Manager, the proposed footnote in Technical Specification Table 3.2.B has been revised to explicitly cite NRC Bulletin 93-03 and to state the modification will be performed when the plant is in the cold shutdown condition. In addition, the compensatory actions contained in the Justification for the Proposed Change section are being explicitly cited as commitments.

U.S. Nuclear Regulatory Commission OCT 36 ISA Proposed Temporary Technical Specification 343T allows specific reactor vessel water level instrumentation to be out of service in order to perform the reactor vessel water level instrumentation modifications requested by NRC Bulletin 93-03.

TVA will implement the following compensatory actions during the period when proposed Temporary Technical Specification 343T is in effect:

1) The plant will be in a cold shutdown condition with the primary system temperature at less than 212 degrees fahrenheit.
2) While in a cold shutdown condition, the reactor vessel will be vented through the reactor vessel head vent and the reactor vessel will be at atmospheric pressure.
3) Any refueling operations, core alterations, or other activities with the potential to drain the reactor vessel will be suspended.
4) The reactor vessel water level instrumentation associated with the reference leg not being modified will be operable prior to removing the other reference leg from service.

')

The'emaining reactor vessel water level instrumentation not affected by the removal of a reference leg from service will be operable.

6) Operators will receive special training to ensure that they are fully cognizant of the instruments which will be out of service and the degraded automatic response capability of the plant.

1 U. S. Nuclear Regulatory Commission OCT S6 1993

7) An operator aid will be posted on the control room panels to identify the instruments which will be out of service and the degraded automatic response capability of the plant.

The revised proposed Technical Specification change is included as Enclosure 1. The previously submitted Reason for the Change, Justification for the Proposed Change, and the Bases for Proposed No Significant Hazards Consideration remain applicable. A summary list of commitments contained in this letter is provided as Enclosure 2. If you have any questions, please telephone me at (205) 729-2636.
