APPROVAL FOR ESTIMATED SPENDING TO SUPPORT THE 2019 REGULATORY INFORMATION CONFERENCE PROMOTING EFFICIENT SPENDING TO SUPPORT AGENCY OPERATIONS The purpose of this memorandum is to request approval for estimated conference spending for the U.S. Nuclear Regulatory Commissions (NRC) 2019 Regulatory Information Conference (RIC), as required by the Office of Management and Budget (OMB) Memorandum M-12-12, Promoting Efficient Spending to Support Agency Operations, dated May 11, 2012, and the amendment to this memorandum, OMB Memorandum M-17-08, dated November 25, 2016.
This OMB policy directly affects planning for the 2019 RIC, as the expenses for the RIC will exceed $500,000. In accordance with the above guidance from OMB, I have enclosed, for your approval, documentation supporting the determination that exceptional circumstances exist for the RIC and that spending in excess of $500,000 on this conference is the most cost-effective option to achieve the compelling purposes of (1) fostering open dialogue among interested parties including industry, government, the international nuclear community, and members of the public regarding the safety and security of new, operating, and decommissioned reactors and materials licensees, (2) providing open and transparent communication about NRC actions planned or in progress related to emergent issues, (3) offering a valuable and unique forum to share different perspectives on technical process and procedure issues and other matters facing the nuclear industry, and (4) promoting in-depth discussions on safety and security issues being addressed through NRC-sponsored research.
