NRC Comment RESPONSE TO DEVIATION LISTED IN IE INSPECTION REPORT NOS. 50-280/78-02 and 50-281/78-02 The licensee's response of December 6, 19.77, RII Report Nos. 50-280/77-29 and 50-281/77-29 included a commitment to perform " .*.. a daily random check of respirators ready for issue for contamination levels *** " Contrary to the above, no daily checks were performed on December 31, 1977, or January 1 or 2, 1978. A review of records revealed that respirators were laundered and issued for use during this period. Response The deviation listed above is correct as stated. Corrective Action Taken and Results Achieved The original intent of this commitment was to provide for another strative check of the respirator program at the station. It should-be sized that each respirator is checked for contamination levels when it is ed and stored per procedure:

and that the random check is in addition to the original check. In view of the redundant nature of the random check, a daily random check is unnecessarily frequent.

Accordingly, future random checks by a member of the Health Physics department will b~ made on a weekly basis. Corrective Action Taken To Avoid Future Deviations The three instances of failure to perform daily inspections were due to the unavailability of personnel on holidays and weekends.

The revised random check frequency, i.e. at least weekly, should provide sufficient scheduling flexibility to prevent recurrence.
