PLANT -REPLY TO NOTICE OF VIOLATION; NRC INSPECTION REPORT No .. 92-028 -EXTENSION OF COMPLETION DATE NRC Inspection Report No. 92028, dated january 21, 1993, _forwarded the results of the NRC inspection conducted from December 7 through 18, 1992 in the area of irtservice testing. The inspection report identified an apparent violation of NRC requirements pertaining to inadequate acceptance criteria to verify . that the Primary Coolant System (PCS) loop check valves and Low Pressure Injection (lPSI) check valves were exercised to their full open position.

Our reply to the of Vio.lation was dated February 22, 1993. Corrective action 4, in the reply to the Notice of Violation to avoid non-compliance, was a verification that the check valve part of ISi program would be reviewed to verify that; (a) all check valves* requiring full flow testing are -included in th_e valve testing program, (b) the correct required flow rates and basis for the flow rate are properly listed for each . check valve in the valve testing program, and (c) all test protedures that take.credit for full flow testing state the correct flow rates as acceptance criteria.

These actions were proposed to be completed by July 15, 1993 which was the forecast end of the refueling outage. . . . Because of the other work activities have higher priority, we are extending the forecast cdmpletion date of corrective action 4 in our reply to the Notice of Violation from July 15, 1993 until December 1, 1993. Specific actions for verification that the PCS and LPSI check valves will go to their full open position during flow testing are on schedule for completion during the ongoing 1993 refueling outage.
