DearMr.Modeen:

Thepurposeofthisletteristorequestadditionalinformationwithregardtofire-inducedcircuitfailureanalyticalcriteriaidentifiedintheNuclearEnergyInstitute's(NEI)riskinformedsafe shutdownmethodology,NEI00-01,andyourapproachestorelatedcircuitfailureanalysis issuesresolution.TheBoilingWaterReactorOwner'sGroup's(BWROG)finaldeterministicpost-firesafeshutdownmethodologyguidancedocument,fromwhichNEI00-01wasderived,wasthe subjectofanextensiveCY2000NRCstaffRequestforAdditionalInformation(RAI).The BWROGdocumentcontainednumerousexamplesofcircuitanalysiscriteria.Wenotethat,as usefulastheBWROGeffortwasinidentifyingthesecircuitanalysiscriteria,theBWROGeffort didnotprovidetechnicalbasesforthosecriteria.DuringaJuly26,2000,publicmeetingto discussthestaff'sRAI,theBWROGrepresentativesstatedthatallofthecircuitanalysiscriteria containedintheirdeterministicdocumenthadbeencollectedfromexistingoperatingreactor licensingbases,andthatnocircuitanalysisissuesoutsideoftheselicensingbasesappearedto besafetysignificant.Therefore,intheopinionoftheBWROG,technicalbaseswerenot required.Itisthestaff'spositionthatthetechnicalbasesofallofthecircuitanalysiscriteriarelieduponinNEI00-01shouldbeprovided.Thetechnicalbasesarenecessaryforthestafftoassessthe adequacyofthecriteria,anditsapplicabilityonanindustry-widebasis.Thefollowingissueswereidentifiedinthestaff'sRAIontheBWROGdocument.ItisuncleartotheNRCstaffwhatmethodwillbeusedtocloseeachoftheseissues(e.g.firetests,expert elicitationpanels,probabilisticarguments,etc.).Thestaffunderstandsthat,forcircuitanalysis issuesthatcannotbeaddressedthroughtesting,othertechnicallydefensibleapproachesto resolutionmaybeappropriate.Pleaseprovideabriefexplanationofthemethodintendedto closeeachoftheseissues,andNEI'sschedulefortheirclosure:

4.Theprobabilityofconductor-to-conductorelectricalinteractioninmulti-conductorcablesandcablesincontact.5.Cablefailureprobabilitydependencyoncircuitdesign(e.g.,ashorttogroundmaybemoreproblematicinagroundedcontrolcircuitthaninothercontrolcircuitdesigns).6.Theeffectofcertaincablematerialconsiderations(e.g.,thermosetversusthermoplastic)oncablefailureprobability.7.Theeffectofvariationsinfireintensity/firesizeoncablefailureprobability.

8.Theprobabilityofconductor-to-conductorelectricalinteractionforcablesinthesametray,andcablesindifferenttraysinthesameroom(whichmayforexample,beseparated verticallybutnothorizontally).9.Controlroomcabinettocabinetfire,hotgasandsmokepropagation.

10.Theprobabilityofunsuppressedfiresandtheprobabilityofadamagingfire,aswellastheeffectonfireseverityandfireconsequenceestimatesof(1)timefrominceptionto effectivesuppression,and(2)firelocationcharacteristicshavinguniquepotentialfor causingsevereplantdamageand/orinterferingwithpost-firesafeshutdown.11.Thetechnicalbasisforyourpositiononspuriousequipmentoperationleadingtomechanisticdamageasaresultofoneormorefire-inducedcablefailures/circuitfaults(seeIN92-18).12.ThetechnicalbasisforyourassumptionthatMultipleHighImpedanceFault(MHIF)electricalarcsclearthrougheither(1)adevelopedopencircuitor(2)adevelopedhigh current"boltedshort"(whichinturnactuatesacircuitinterruptiondevice).13.Variouscircuitdesignspecificassumptionsofinherentsafety(e.g.,"indicationcircuitsarenotasafetyprobleminfires,""certainmotorscan'tfailduetotheirdesign").SincestaffhasbeennotifiedthatNEIhasintegratedthedeterministicBoilingWaterReactorOwner'sGroup(BWROG)SafeShutdownGuidanceDocumentwithinNEI00-01,wenowplan toissueonlyasinglesafetyevaluationreport(SER)uponcompletionofNEI00-01(ratherthan twoSERs,oneforeachoftheNEIandBWROGdocuments).
