narios. After the
terrorist attacks of Septe
mber 11, 2001, N
RC eval uated the EP planni ng basis to en
sure it conti
nued to protect
the public
health and
safety in the
current threat envi
ronment. In 2002 , NRC issu
ed Orders requirin
g compensatory mea
sures whi ch include n uclear securi
ty and EP. The NRC staff has re
viewe d all of the re
sponses to thes
e 2002 Orders. The N
RC staff has observ
ed license
e performance durin
g security-ev
ent-based EP drill s and exe rcises and se
curity force-on-force e
xercises.
The NRC staff has di
scussed securi ty-rel ated E P iss ues w ith Fe deral , State and l ocal govern ment offic
ials and w ith l icens ees. The NRC staff determined
that the EP p
lanning basi
s continues
to protect publ
ic health
and safet y, however, t
he NRC staf
f reco gnizes t hat enha ncemen ts are de sirable t o ensure eff ective plan imple
mentation duri
ng security-rel
ated events.

tain information
from licensees
on progress in
implementing sec
urity-eve nt-related EP
program enhancements. The
NRC s taff's ev aluat ion o f licen see re sponse s to th e bul letin indi cate th at all lice nsees are considering or
have impl emented enhance
ments to their pro
grams. NEI deve
loped the enclosed guidance, entitled "Enhancem
ents to Emergency Prepare
dness Programs f
or Hostile
Actio n" (M ay 20 05, rev ised Nove mber 18 , 2005), to cl arify the v ariou s opti ons av aila ble to licensees
to implement the
se enhancements , and NEI al
so requested NRC
endorsement of
these optio ns in a let ter dat ed Nov ember 2 2, 200 5. SUMMARY OF ISSUE
The NEI guidance
clarifies i
ssues, enhance
s emergency acti
on level s, and provi
des implementation methods
in support of Bulletin 2005-02. The NRC staf
f finds that the
NEI guidan ce rema ins co nsiste nt wi th the inten t of the bull etin a nd is appro priate for li censee use. As suc h, the NRC s taff endor
ses thi s NEI gu idanc e docu ment with the following cl
arifications:

nvolve d in the rev
iew and endorsement of prop
osed enhance
ments to the
drill and e xerci se pro gram that impac t the d emonstr ation and e valu ation of offsite
respon se organ izat ion c apabi liti es in respo nse to a secu rity even t-base d scen ario. In coordination
with DH S, the NRC s
taff will ev
aluate changes
to the scenari
o scope or
extent of play for the proposed sec
urity event-based EP biennial exercise after NEI
submits forthcoming in

elopment of EP d
rill and exercise threat-based scen

expected to

biennial exercises
until NRC endorses, in
coordinatio
