. Mr. Robin DeLaBarre Office of Nuclear Energy, Safety

& Security, Room 33200 HST

Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520

Dear Mr. DeLaBarre:

Enclosed is an application received by the U.S. Nuclear Regulatory Commission (NRC), dated January 2, 2019, from Source Productions and Equipment Co., Inc. for a specific license (PXB228.00) to export Category 2 quantities of Cobalt

-60, Iridium

-192, Selenium

-75 and Ytterbium-169 to Israel. The sealed source will be used for manufacturing, radiography and medical uses.

Bella N.D.T. Company is the only end user the applicant identified to receive the materials. Since Israel is on the restricted destinations list (10 CFR Part 110.29), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Sincerely, 1/15/2019 XPeter J. HabighorstPeter J. HabighorstSigned by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs En closure: Export License Application cc w/enclosure:
