3. 7 .11; Fire Barrier Impaired For. Greater-.Than seven { 7) Days . Event 10/8/92 Report Date: ii/oS/92 Per Technical Specification Action statelllent 3.7.11.a, a Special Report is required when fire barrier penetrations are impaired for greater than seven {7) days. This report satisfies this requirement.

This report was initiated by Incident Report Nos ..92-630 and 92-639 . . CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 Reactor Power 10*0% -Unit Load 1160 MWe DESCRIPTION OF OCCURRENCE:

On October 1, 1992, normal power operation, the fire door to the 'Component Cooling Heat Exchanger Room was found impaired by a roving fire watch during patrol. The fire door was misaligned and would not close and latch. The fire door was declared inoperable and Technical Speoification 3.7.11 Action "a" was applied. An hourly roving fire watch had previously been established for the fire door (see Analysis of Occurrence section);

the requirements of Technical Specification

The cause of the fire door inoperability is equipment failure. The door's hinge straps had broken away from the door frame and the door had buckled. The cause of the fire-door not being repaired within seven (7) days is "Other". After the door was discovered impaired, a work order was initiated to repair the door. Prior to beginning door repair, a new floor area coa.ting application had initiated.

Door inspection revealed that it had to be removed to be repaired (contrary to the initial assessment) . However, the equipment required to support do.or removal could not be brought into the area until the new floor coat had cured. The cure time exceeded the seventh day into the Action Statement.

ANALYSIS OF OCCURRENCE:

The functional integrity of fire barrier penetrations ensures that fires will. be confined or adequately retarded from spreading to adjacent portions of the facility.

This design feature minimizes the possibility of a single fire involving several areas of the facility.

Fire doors are a passive element in the facility fire protection program and are subject to periodic inspections.

This report satisfies reporting requirements of Technical Specification Action Statement 3.7.11.a, pursuant to Technical Specification 6.9.2 since the time between discovery and eventual repair of the fire door impairment is greater than seven (7) days. Due to other fire protection concerns, an hourly roving fire watch has been in place during the period of inoperability since November 13, 1990 in accordance with the requirements of Technical Specification Action Statement 3.7.11.a.

The subject fire areas contain detection devices in addition to the roving fire watch patrol. A fire in the areas would be detected . before it could involve an adjacent area. This occurrence, therefore, involved no undue risk to the health or safety of the public. CORRECTIVE ACTION: The fire door was declared functional upon completion of repairs and testing.
