COATINGS 98-300C R1' 50-280 50-281 DPR-32 DPR-37 In letter Serial No.98-300 dated July 9, 1998, Virginia Power provided a preliminary
scope of work to address design inspection
item 9.8-201-20.
As part of that scope, Virginia Power performed
an initial assessment
of coatings inside containment
at the Surry Power Station. The evaluation
clarified
the licensing
basis for coatings, established
coating debris zones of influence, identified
quantities
and locations
of unqualified
or indeterminate
coatings for the significant
majority of items within the zones of influence, and evaluated
the impact of coating debris on NPSH margin and sump performance.
Additionally, visual inspections
were completed
on accessible
coatings inside containment
for both Units 1 and 2. The assessments
of zones of influence
and impact of coating debris on NPSH margin and sump performance
are considered
preliminary.
The need for further analysis will be assessed following
the additional
guidance that is expected as a result of the ongoing research being done by the NRG Office of Research on inside containment
coating. As an interim and conservative
measure, Virginia Power elected to encapsulate, * repair, or remove degraded coatings identified
during the visual inspections
that are within the area of concern surrounding
the containment
sump. In addition, Virginia Power completed
a self-assessment
of its nuclear coatings program. Enhancements
identified
in the self-assessment
are being implemented
to strengthen
the control and maintenance
of qualified
Upon issuance of further guidance from the NRG, Virginia Power will perform any additional
evaluations
that are required.
