Dear Mr. Oehlbert:

Enclosed is an application (XSNM3796), dated September 4, 2018, received by the U.S. Nuclear Regulatory Commission, from the U.S. Department of Energy, National Nuclear Security Administration. The applicant is requesting to export 0.105 effective kilograms of low-enriched uranium in the form of uranium dioxide to Canada for fuel fabrication and use in the Slowpoke-2 Reactor. The fabricated fuel will be used to load a new core into the reactor, operated by the Royal Military College of Canada. Assurances from the Canadian government that the material will be subject to all of the terms and conditions of an agreement for cooperation , are required.

Your assistance in obtaining the necessary assurances will be appreciated. Please note that some of the material is of Canad/7 in. It thus has Canadian obligations.
