Mark Ghilarducci Director California Governor's Office of Emergency Services 3650 Schriever Avenue Mather, CA 95655

Dear Mr. Ghilarducci:

U.S. Department of Homeland Security Region IX 1111 Broadway, Suite 1200 Oakland, CA 94607-4052 FEMA I am forwarding a copy of the final After Action Report (AAR) for the Diablo Canyon Power Plant (DCPP) Medical Services (MS-1) exercise, conducted on August 22, 2018, by the County of San Luis Obispo. The Department of Homeland Security's Federal Emergency Management Agency (FEMA) Region IX evaluated the MS-1 exercise.

The purpose of the MS-1 exercise was to assess the level of local preparedness in responding to a radiological event occurring at, or within the vicinity ofDCPP. The final AAR was prepared in coordination with the DCPP Off-site Response Organizations (ORO). No Level 1 or Level 2 Findings were identified during the August 22, 2018, MS-1 exercise.

Based on FEMA' s evaluation of demonstrated criteria for the August 22, 2018, MS-1 exercise, the capabilities of the affected OR Os are adequate to provide continued reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at DCPP. Therefore, the Code of Federal Regulations, Title 44 § 350 approval of the Off-site radiological emergency response plans and preparedness for the state of California and the affected OROs site specific to DCPP, will remain in effect. www.fema.gov Mr. Mark Ghilarducci Page2 J;:)' ,1* *-~-,) -* If you have any questions or need additional information, please contact me at (510) 627-7037.
