On June 26,2008, the Nuclear Management Company, (NMC) LLC a predecessor license holder to the Northern States Power Company - a Minnesota corporation (NSPM),(') submitted a license amendment request (Reference I) to revise the Required Actions for Technical Specification 3.5.1, "Emergency Core Cooling System (ECCS) and Reactor Core Isolation Cooling (RCIC) System, ECCS - Operating," within the Monticello Nuclear Generating Plant Technical Specifications to more accurately reflect the assumptions of the Loss of Coolant Accident analysis. Reference 1 provided a draft marked-up copy of the Technical Specification (TS) pages to the U.S. .Nuclear Regulatory Commission (NRC) indicating the proposed changes.
Commonly, final re-typed TS pages are not requested from a licensee by the NRC until near amendment issuance to ensure any intervening amendments are correctly reflected within the TS pages. During re-typing it was identified that the Logical Connector "OR" (above Required Action E.3) was not precisely placed and should have been left-justified in the Required Actions column for Condition E. Also, it was identified that it was potentially confusing as to whether a specified 72 hour Completion Time applied to both Required Actions E.2 and E.3, or only to Required Action E.2. To correct this concern a 72 hour Completion Time has been added in the Completion Time column next to Required Action E.3. Note that these TS changes do not impact the technical content of this amendment request. These TS changes have been discussed with the NRC Project Manager. 1. The NSPM has reviewed the No Significant Hazards Consideration determination provided in Reference 1 for this LAR and determined that it is still applicable.
The MNGP Plant Operations Review Committee has reviewed the proposed TS changes herein. In accordance with 10 CFR 50.91, a copy of this change to the application, with the enclosure, is being provided to the designated Minnesota Official.
