Davis-Besse Nuclear Power Station, Unit I Docket No. 50-346, License No. NPF-3 Response to Confirmatory Action Letter No. NRR-07-017 (TAC No. MD4148)By correspondence dated January 25, 2007, as supplemented by correspondence on February 7, 2007, and February 28, 2007, the FirstEnergy Nuclear Operating Company (FENOC) provided information and commitments to the Nuclear Regulatory Commission (NRC) regarding actions to be taken at Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1, for inspection and mitigation activities on the pressurizer butt welds containing Alloy 82/182 material.
This correspondence was in response to NRC concerns regarding the discovery of multiple circumferential indications in three dissimilar metal (DM) welds at the Wolf Creek Generating Station in October 2006. The NRC provided confirmation of FENOC's commitments and requested notification of commitment completion in a Confirmatory Action Letter dated March 20, 2007.The actions and commitments contained in FENOC's February 28, 2007 letter, as confirmed and clarified by the NRC Confirmatory Action Letter dated March 20, 2007, have been completed.
FENOC removed DBNPS from service on December 30, 2007, to support the mitigation activities as stated in Commitment No. 1 of the February 28, 2007, correspondence.
FENOC completed the planned pressurizer structural weld overlays with final weld overlay ultrasonic examinations completed on January 20, 2008. No recordable indications were identified in the weld overlay volume.Beginning March 7, 2007, FENOC incorporated into standing instructions the enhanced Reactor Coolant System (RCS) leakage monitoring program described in Commitment No. 2 of the February 28, 2007, correspondence with the clarification described in the Confirmatory Action Letter. The program remained in place through installation of the weld overlays.
The required action level responses detailed in the commitment were never entered. The enhanced RCS leakage monitoring program, including all program 14j N_ ( 2-'IZ Davis-Besse Nuclear Power Station L-08-080 Page 2 of 2 elements described in Commitment No. 2 and the clarification described in the NRC's March 20, 2007, Confirmatory Action Letter, is no longer required due to the completion of the pressurizer structural weld overlay work scope.Finally, Commitment No. 3 of the February 28, 2007, correspondence stated that the NRC would be notified, in writing, in advance of any changes to these commitments.
No changes were made to the commitments, and thus NRC notification was not required.There are no regulatory commitments contained in this letter.
