Dairyland Power Cooperative La Crosse Boiling Water Reactor (LACBWR)Possession-Only License No. DPR-45 Changes to Physical Security Plan, Security Force Training & Qualification Plan and Safety Contingency Plan A complete review of the ISFSI Physical Security Plan has been performed, and a number of changes were found necessary to keep the Plan current. These changes are being submitted in accordance with 10 CFR 50.54 (p). This revision has been approved by the LACBWR Operations Review Committee and the Safety Review Committee.

Included are revisions to the ISFSI Physical Security Plan, the Security Force Training and Qualification Plan and the Safeguards Contingency Plan. The location of the changes are indicated by a bold bar in the right-hand margin of each affected page.We are enclosing, as 'a separate item, an explanation of the changes to our subject plans. My staff has reviewed these changes and have determined they do not result in a decrease in the commitment to security of the plans.These enclosures are being sent as Safeguards Information.
