OF DECEMBER 10, 2024, ADVANCED REACTOR CONSTRUCTION OVERSIGHT PUBLIC MEETING On December 10, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held the 5th public workshop for the Advanced Reactor Construction Oversight Program (ARCOP) to engage stakeholders for input on guidance development for applying quality assurance program inspections and assessing safety culture in support of the ARCOP.
The meeting notice is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24337A151, and the presentation slides are available under Accession No. ML24337A143. The Enclosure to this summary provides the attendees for the meeting as captured by Microsoft Teams.
The staff presentation was followed by an open discussion session with stakeholders.
Stakeholders provided feedback and asked clarifying questions. The staff stated that the feedback was appreciated, but no follow-up actions were identified.

M Wentzel After the meeting opening and introductions, the staff provided an overview of the background and lessons learned from implementing quality assurance program (QAP) inspections, including QAP team inspections, corrective action program inspections, and associated inspections, tests, analyses, and acceptance criteria (ITAAC) inspections. The proposed construction inspections for ARCOP would include a vertical slice application as described in previous ARCOP workshops.
Staff then discussed safety culture assessment for ARCOP, including its background and applicability to the various entities such as licensees, vendors, and applicants. Lessons learned for the cross-cutting aspects for human performance and problem identification and resolution (PI&R) were reviewed from the NRCs Reactor Oversight Process (ROP) and the construction Reactor Oversight Process (cROP). Specifically, during construction activities, it was noted that the use of cross-cutting aspects, as used in cROP, proved inconsistent due to varying sample rates and a lack of effective response since construction environments require faster response times. Staff presented three options for assessing human performance and PI&R in ARCOP, which includes keeping status quo as used in CROP, blending the assessment of cross cutting aspects with credit for self-identification of issues, and last, relying on only licensee self-assessment.
A member of the public asked if ARCOP development is factoring in the ROPs effort to be made more efficient and gain efficiencies in response to the ADVANCE Act and stakeholder input. Staff responded that the development of ARCOP is being done in coordination with the latest advancements being considered for the ROP as well as other oversight programs within the NRCs purview. Equally important, lessons learned from the cROP used during the AP1000 construction projects are applied to ARCOP as well. The same member of the public commented that staffs option for a licensees self-assessment of safety culture cross cutting aspects is responsive to the ADVANCE Act and appears to be closest to a performance-based approach.
Another member of the public asked for clarification on the presentations slide number 13 regarding predetermined thresholds for cross-cutting area findings. Staff clarified that there are two different kinds of applicable thresholds, one to address findings for identical areas and one to address findings across different areas such as human performance and PI&R. These thresholds are also used determine a cross-cutting theme when necessary.
Additional comments were submitted from a member of the public after the meeting was adjourned. They suggested that a hybrid option be considered between the current practice of quantitatively trending cross-cutting aspects and adding credit for self-identification and corrective actions. Another comment was that the licensees self-assessment of safety culture could be problematic for a new company since there could be a lack of safety culture application experience. They also stated that recovering from a safety culture that has been allowed to deteriorate takes time and provided examples.
The questions and feedback collected during the workshop discussions will be considered for preparation of inspection guidance. The NRC made no regulatory decisions during this meeting.
