Drop-In Visit from ABB Combustion Engineering Vice President
.On September 24, 1990, Mr. Edward Scherer (Vice President, Quality Systems)~
ABB Combustion Engineering, '41ndsor, Connecticut, visited the NRC Region I office'on short notice.
He met with Dr. Malcolm R. Knapp, Director, Division of Radiation Safety and. Safeguards, and Mr. James H. Joyner, Chief, Facilities Radiological Safety and Safeguards Branch. Mr. Scherer noted that he was there representing Dr. Shelby Brewer, ?rn idctt, Nuclear Power Businesses, and I
wasiseeking information on what CE needed to do to get off the NRC's " watch j
, list."-
cDr. Knapp-explained that CE needed to respond to the recommendations contained Lin the recent SALP report. He stressed that CE was not obliged to follow the recommendations, but to respond, either providing rationale for not adopting the recommendations or describing what will be done.
If CE does adopt a recomendation, then:

.possible4 for all of them to be accomplished prior.to the-nextlSer ior Management tMeeting,Jwhen Region I recommendations for changing the " watch 11it" have to be cmade. ;Dr. Knapp stressed the NRC resource commitment required to accomplish-this,_and noted that NRC has expended a~large portion of its' resources alloted 7
to the1CE:facilityLin-response to CE's-earlier request for accelerited review y
of the licensed' program in an effort to get off the?" watch list" in June 1930.
o Mr...Scherer+ r.uted that' CE had underestimated the: resources needed to-address r
and ccrrect the problems ~that previously existed at the Windsor facility.. Dr.
Knapp; explained that the NRC' staff had experienced considerable difficulty, during presentations by'CE on the status of-its corrective actions program,,
understanding what the: licensee had accomplished and how the many changes made had! impacted performance. Mr._Scherer admitted that he previously had not t
understood the depth of the communications problem between NRC-and'CE, but that
:he would now' seeks' ways to improve the situation.'
m Dr. Knappturged Mr. Scherer to include examples of the demonstrable impact of the CE corrective action program in its response to the SALP report, even if they 1
?needed to request an extension of. time. He urged that they focus, in particulari on the. radiological controls area. Mr. Scherer. agreed, but added _

4 Tenerz was interested in understanding the NRC!s current perception of the licensed activities being conducted at the ABB Combustion Engineering fuel fabrication facility (CE), Windsor, Connecticut.
Dr. Tenerz noted that he had
' attended the recent SALP Management Meeting in Windsor, but was interested in
. learning what further accomplishments were needed by CE to get off of the.NRC's
~~" watch list." He noted that ABB Atom is a cur,tomer of CE's in the BWR fuel fabrication arena, iMrJ Martin explained that progress had been made by CE during the SALP period, but-that:the. licensee.had not yet' demonstrated that the corrective actions staken?were adequate to completely correct and prevent recurrence of.the problems

~ quality'of,the fuel produced at the CELfacility, that being outside the scope of'thel reviews performed'by the NRC. -However, the. emphasis placed.on improving W
.the quality of licensed activities _by CE has been noted.- He also noted that CE appears to have been inna reactive mode, recognizing and fixing problems only lafterthey,areidentifiedbyLNRC.

1 w Drop-In Visit from ABB Combustion Engineering Vice President .On September 24, 1990, Mr. Edward Scherer (Vice President, Quality Systems)~ ABB Combustion Engineering, '41ndsor, Connecticut, visited the NRC Region I office'on short notice. He met with Dr. Malcolm R. Knapp, Director, Division of Radiation Safety and. Safeguards, and Mr. James H. Joyner, Chief, Facilities Radiological Safety and Safeguards Branch. Mr. Scherer noted that he was there representing Dr. Shelby Brewer, ?rn idctt, Nuclear Power Businesses, and I wasiseeking information on what CE needed to do to get off the NRC's " watch j , list."- cDr. Knapp-explained that CE needed to respond to the recommendations contained Lin the recent SALP report. He stressed that CE was not obliged to follow the recommendations, but to respond, either providing rationale for not adopting the recommendations or describing what will be done. Because-of the time required to occ.:piish the above steps, it miy not be .possible4 for all of them to be accomplished prior.to the-nextlSer ior Management tMeeting,Jwhen Region I recommendations for changing the " watch 11it" have to be cmade. ;Dr. Knapp stressed the NRC resource commitment required to accomplish-this,_and noted that NRC has expended a~large portion of its' resources alloted 7 to the1CE:facilityLin-response to CE's-earlier request for accelerited review y of the licensed' program in an effort to get off the?" watch list" in June 1930. o Mr...Scherer+ r.uted that' CE had underestimated the: resources needed to-address r and ccrrect the problems ~that previously existed at the Windsor facility.. Dr. Knapp; explained that the NRC' staff had experienced considerable difficulty, during presentations by'CE on the status of-its corrective actions program,, understanding what the: licensee had accomplished and how the many changes made had! impacted performance. Mr._Scherer admitted that he previously had not t understood the depth of the communications problem between NRC-and'CE, but that

he would now' seeks' ways to improve the situation.'

m Dr. Knappturged Mr. Scherer to include examples of the demonstrable impact of the CE corrective action program in its response to the SALP report, even if they 1 ?needed to request an extension of. time. They met with Mr. Thomas T. Martin, Regional Administrator, Mr. W4'liam Kane, Deputy Regional. Administrator, Mr. Richard Cooper, Deputy Directsr', Division of' Radiation Safety and Safeguards (DRSS) and Mr. James H.- Joyner, Chief., Facilities Radiological Safety and Safeguards Branch,.DRSS.. Dr. 4 Tenerz was interested in understanding the NRC!s current perception of the licensed activities being conducted at the ABB Combustion Engineering fuel fabrication facility (CE), Windsor, Connecticut. Dr. Tenerz noted that he had ' attended the recent SALP Management Meeting in Windsor, but was interested in . learning what further accomplishments were needed by CE to get off of the.NRC's ~~" watch list." He noted that ABB Atom is a cur,tomer of CE's in the BWR fuel fabrication arena, iMrJ Martin explained that progress had been made by CE during the SALP period, but-that:the. licensee.had not yet' demonstrated that the corrective actions staken?were adequate to completely correct and prevent recurrence of.the problems ~
