On July 3, 1985, at approximately 7:40 A.M.,'the pH at outfall 004 was 4.8 SU, which was outside the permitted range of 6-9 SU.

We became aware of this noncompliance when collecting the weekly NPDES samples.           The sewage treatment plant which discharges through this outfall has been operating well in all respects, effectively treating the sewage: both BOD 5 and TSS have been well within effluent concentration limits, and the physical appearance of the plant is good. However, as there is not a lot of flow through the plant, it is thought that sludge retention time may be too long, and that the increased sludg"e ' age may be causing the reduced pH.

Sludge is being removed from the plant to decrease the overall sludge age, and return the plant to a proper pH range. However, a neutralizing solution was added to the plant upon discovering the low pH to immediately return the outfall to compliance. A sample collected at approximately 1:00 P.)i. in-dicated a pd of 6.4 SU, verifying that the outfall had returned to within compliance levels.
