Dear Mr. Knudson:
On July 3, 1985, at approximately 7:40 A.M.,'the pH at outfall 004 was 4.8 SU, which was outside the permitted range of 6-9 SU.
We became aware of this noncompliance when collecting the weekly NPDES samples.
The sewage treatment plant which discharges through this outfall has been operating well in all respects, effectively treating the sewage: both BOD 5 and TSS have been well within effluent concentration limits, and the physical appearance of the plant is good. However, as there is not a lot of flow through the plant, it is thought that sludge retention time may be too long, and that the increased sludg"e ' age may be causing the reduced pH.
