Dear Mr. Maas:

This letter is in response to your correspondence dated March 31,1999, by which your facility submitted changes to your Emergency Plan (EP) for the Richland facility. We have completed our review and concur that the proposed changes do not decrease the effectiveness of the EP. In accordance with 10 CFR 70.32(i), Siemens may effect these changes prior to NRC review. Within the next six months, the NRC will amend your license to ensure the latest revision of the EP is reflected.
